If by correctly you mean... that the converter takes the time to rename the shapekeys in blender to properly match the exact shapekey names for whoever is importing it into their unity, and that the vmd itself had the facial animations to begin with... Like I already said... Then what you say is true...
Believe it or not, VMDs exist in places other than deviantart, use a wider variety of models with varied facial morphs, and people can make them in parts.
If you have a vmd without lip or hand motions - you may be able to crawl bowlroll, the nico-sphere, baidu, or bilibili and find someone who took it on themselves to make it - then add it to your animation.
