I decided that after having this template done for quite a while, I'd go ahead and release it. (Hopefully I won't regret it due to not knowing what's going to be done with it.) I present to you, Mike the Male Citizen from Half-Life 2 and Garry's Mod. Male 07 to be precise.
Model was originally made by Valve with new hands provided by zelpa in the Enhanced Citizens pack.
Yes, this is the very same model that you see in J.G's first Quest Friendly Avatar World as well as the Venturiantale avatar world for Billy Acachalla.

Custom Eye Tracking done by yours truly.
Blinking
Lip Sync
7k Poly count, so can be Quest Friendly.
Version that uses the Shirt texture from the top row, and one for the bottom row.
4k Diffuse and Normal and 2k Spec/Phong for the Body, while Eyes have AO and Cubemap Reflection fallbacks.
I recommend that you use reroStandard with this avatar if on PC, and Standard Lite if on Quest for the closest thing to HL2/Gmod's look/Half-Lambert.
I also am providing a texture pack template so you can have some customizable options in terms of body and eyes. Link to the template since VRCMods doesn't like files over 100mb;
