Anna Kozuki/Kaboom from Yu-Gi-Oh Zexal. Best train girl of the show.
Updated with the fixed textures since the card would show up pink.
Uses Arktoon shaders. Has Dynamic Bones for the skirt and the train armature. Has visemes and eye tracking.

Gestures:

RockNRoll: Bring out the train while "Thomas the Dank Engine" plays.
Victory/Two Fingers: Take out your train card while the zexal battle theme plays.
