So what happened was a problem with the vrcmods site. According to vrcmods discord, downloads were broken around time when you uploaded it..I think that was the primary cause of the issue. The file imports properly now. Thanks for the upload/share Dragonride and Guppyriella, try redownloading it now.

What did you do?I and my friends did: Open unity > make a new project > Drag package into unity. And it worked for us.

I just said it, it wont let me decompress the package into unity.

Fixed the issue. I hide armature by accident before exporting. Avatar is working now as it supposes too!
